- the development of bylaws which, at close quarters, effectively contribute to the coexistence of people and animals, favouring both good citizenship and animal protection.
In order to succeed in an effective achievement, these principles must be resourced with adequate funds in addition to educative actions, to guide Spanish society to behave ethically to animals, and draw level with the most developed european and world communities.
For all those reasons, we deem our society requires updated and better legal instruments for animal protection to be effective. If their contents are fair these instruments entail, along with the dissuasive and exemplary purpose, an important contribution to educate and civilize people.
