    The New York City Feral Cat Council offers spay/neuter and help with trapping to New York City residents at no cost. First, however, individuals must attend a three-hour workshop to learn to do trap-neuter-return (TNR)safely.

    The Web site describes upcoming workshops and other services. It also contains an online Request for Assistance form to use after you take the class.

    The Council is comprised of several New York City member organizations, including the ASPCA, Humane Society of NY and the sponsor of the Council, the Mayor's Alliance for NYC's Animals.
